IMPLEMENTING THE "NEXT STEPS" CAMPAIGN
To implement the "Next Steps" campaign, I would suggest the following in less that a 6 month timeframe.

DESIRE - PHASE 1
In DESIRE phase, the incentives for people taking a next step should be spelt out. This is a very imporant phase and I would suggest it be thematic. Themes that I would suggest are such things such as Pleasing God, The Call to Sacrifice, Christian Maturity, Effective Christianity.
At this stage, the leadership feel that DESIRE to take a next step can be encouraged by the following two statements

In the DESIRE phase, whilst the "Next Steps" campaign is being Launched, the church leadership should prepare by collecting information for PATHWAYS to ministry info and for the volunteer expo.
DECIDE - PHASE 2
In the DECIDE phase, this is where people start to put the DESIRE into action by deciding what they want to do. I would include preaching on what is ministry and the providing of PATHWAYS that people can take in the church.
There may be even a sunday dedicated discovering your gifts, and/or a discovering your gifts questionnaire in the following leadership meeting.
The call to people to get involved can be further enhanced by a volunteer Sunday. This should be followed by a volunteer expo where people can sign up for different areas of service in the church.
DO - PHASE 3
In the DO phase, this is where you get people active. I would suggest a goals Sunday in which people fill out the Goals Form.
The following sunday, concepts of ACCOUNTABILITY AND MENTORSHIP via the implementation of a buddy system or the power of three. People could be encouraged to get into groups of three and share their goals. I would pre-assign these groups of three an encourage people to be there for the power of 3 Sunday.
Every month thereafter, a sunday could be dedicated to the NEXT STEPS campaign. On these sundays, people are public rewarded for taking next steps, stories are shared and victories corporately celebrated. Also, people could spend some time with the power of 3 teams.
At the end of a period of time - probably half way through the year - a "Next Steps" party could be held. The idea of this party is to corporately celebrate the "Next Steps" campaign. It would be an ideal time to announce the churches next step such as a church plant, building program or new ministry, staff appointments, faith challenge.

In every campaign it is good to assign an icon (i.e. a logo) that people identify with and recognise. You have seen how this worked for Project 2013. That logo now can be used in Project 2014, 2014 etc.
In the same way, the "Next Steps" Campaign should have its own logo. This logo is plastered on sermon power points, newsletters, in pictures around the church, in signs, banners, emails and all forms of social media.
These logos are physiological icons that trigger a memory when sited. They say a picture carries a thousand words.
